In 2022, the District worked with an independent water rate consultant to conduct a comprehensive cost-based review of our services and revenue requirements.  The District is proud to offer rates that reflect some of the lowest water rates in the region while upholding our commitment to delivering the highest quality water in East Contra Costa County.

Why are rates being adjusted?

The District’s rate adjustments over the past few years have been based on a rate model and data developed three years ago, which do not account for the ongoing post-pandemic inflation the District has been experiencing. So far, the District has not passed through many of these significant cost increases. Inflation-related items that have not been included in previous pass-throughs include, but are not limited to:

  • Insurance 28%
  • Operations and Maintenance (material prices, PG&E) 20%
  • Transmission & Distribution (fuel, chemicals, supplies) 18%
  • CCWD and RBWTP (cost of water and cost of RBWTP) 19%

Additionally, evolving state and federal mandates and regulations for water quality, safety, and environmentally responsible practices require additional upgrades and enhancements to our operations and facilities. These mandates often require additional upgrades and enhancements to our operations and facilities to ensure water quality, safety, and environmentally responsible practices. Despite our active pursuit of grant funding, many of these mandates remain unfunded, creating significant impacts on our operational budget.
